The rumours were circulating since the end of 2016, but now it became reality: The German State of Baden-Württemberg introduces tuition fees for international (non-EU) students from the winter semester 2017/2018. The amount is 1,500 EUR per semester and is to be paid independently from the existing semester contribution, which is 140 EUR per semester. 

Students from the EU, the European Economic Area (EEA) and from the Erasmus member countries are excluded from these fees. The refugees are not required to pay the fees as well.
